you still need a conf file though before /etc/rc.d/init.d/postgresql start will work

net start cygserver /etc/rc.d/init.d/postgresql initdb /etc/rc.d/init.d/postgresql install

ok here it is: cygserver-config then set CYGWIN=server to environment variables
